With the first-round tender, if any team wanted to sign Cruz, they would have to surrender their first-round pick in the 2013 NFL draft to the Giants.
And on top of that, they would have to sign Cruz to a contract, in which the Giants have every right to match if they want to retain Cruz.
With teams like the St. Louis Rams and Minnesota Vikings with two first-round picks in April's draft, we've wondered if they would get in the mix for Cruz.
St. Louis hasn't expressed interest, and the Vikings chose to sign Packers wide receiver Greg Jennings after trading Percy Harvin to the Seahawks.
There was also the tweet by Indianapolis Colts owner Jim Isray saying he was in the mix for a potential trade for a wide receiver, but it turns out it wasn't for Cruz.
According to Adam Schefter of ESPN, it is unlikely that a team in the NFL will dish out an offer sheet to Cruz before the April 19 deadline.
Cruz could sign the first-round tender, which would pay him a one-year, $2.9 million deal for 2013, yet Cruz is in hopes for a long-term contract with the Giants.
Cruz hired a new agent in Tom Condon, who is the agent for current Giants Eli Manning, Mark Herzlich, Mathias Kiwanuka and former Giant Osi Umenyiora.
Condon negotiated all of their deals and will likely try to negotiate a deal that can favor both the Giants and Cruz by meeting in the middle.
Wes Welker got $6 million from the Denver Broncos, and Cruz could likely get more in an offer from the Giants, but not as much as Mike Wallace did from the Miami Dolphins, which was $12 million.
The 26-year-old Paterson native has recorded two straight 1,000-yard seasons for the Giants with 19 total touchdowns.
